pt>p style="font-size:11pt;line-height: 150%"> 我国一些地区发生非典型肺炎疫情以来，党中央、国务院非常重视，对防治工作做出了一系列重大决策和部署。社会各界也纷纷来函来电，表示对防治非典型肺炎工作的关心和支持，并要求通过卫生部向非典型肺炎防治工作和战斗在防治第一线的医疗卫生人员捐款捐物。

pt>p style="font-size:11pt;line-height: 150%"> 根据《中华人民共和国公益事业捐赠法》第二章第十一条的规定，国务院授权卫生部为此次防治非典型肺炎捐赠款物的接受部门之一。为了方便社会各界的捐赠工作，现将有关事项公告如下：

pt>p style="font-size:11pt;line-height: 150%"> 一、卫生部接受社会捐赠的机构

pt>p style="font-size:11pt;line-height: 150%"> 卫生部规划财务司代表卫生部负责接受国内外捐赠事宜。

pt>p style="font-size:11pt;line-height: 150%"> 二、卫生部接受社会捐赠款、物的范围

pt>p style="font-size:11pt;line-height: 150%"> (一)社会团体、企事业单位和个人，港澳台社会团体和个人，外国政府、社会团体、企业，以及国际组织等符合以下捐赠意向之一的资金、物资、设备等，均属于我部此次接受捐赠范围：

pt>p style="font-size:11pt;line-height: 150%"> ——直接用于非典型肺炎防治工作的；

pt>p style="font-size:11pt;line-height: 150%"> ——用于防治非典型肺炎医务人员或非典型肺炎患者的；

pt>p style="font-size:11pt;line-height: 150%"> ——用于奖励非典型肺炎研究人员和在救治非典型肺炎第一线做出突出贡献医务人员的。

pt>p style="font-size:11pt;line-height: 150%"> (二)捐赠物资设备主要限于与非典型肺炎防治工作直接有关的。包括：

pt>p style="font-size:11pt;line-height: 150%"> 1、空气消毒机、防护隔离衣等消毒、防护用品；

pt>p style="font-size:11pt;line-height: 150%"> 2、抗菌抗病毒等药品、生物制品、试剂；

pt>p style="font-size:11pt;line-height: 150%"> 3、X光机(床旁)、X摄片机、血气分析仪、心电图机等诊断设备；

pt>p style="font-size:11pt;line-height: 150%"> 4、重症监护床、便携式呼吸机、呼吸机(无创)等治疗、监护设备；

pt>p style="font-size:11pt;line-height: 150%"> 5、医疗救护、防疫、消毒喷洒等专用车辆；

pt>p style="font-size:11pt;line-height: 150%"> 6、其他相关物资。

pt>p style="font-size:11pt;line-height: 150%"> (企业捐赠药品、医疗器械应符合国家药品监管局《关于印发捐赠防治非典型肺炎药品和医疗器械暂行规定的通知》(国食药监办[2003]35号)有关规定)

pt>p style="font-size:11pt;line-height: 150%"> 三、接受程序

pt>p style="font-size:11pt;line-height: 150%"> (一)捐款。单位一般通过银行汇款，个人可以通过银行汇款和邮局汇款两种形式进行。

pt>p style="font-size:11pt;line-height: 150%"> 1、卫生部接受人民币捐款的帐户：

pt>p style="font-size:11pt;line-height: 150%"> 卫生部规划财务司在收到以上单位或个人捐款后，将按汇款单位名称或捐款人姓名开具收据，并将收据及捐赠证书及时寄送捐赠人。

pt>p style="font-size:11pt;line-height: 150%"> (二)单位捐赠物资、设备，请先向我部直接发“捐赠函”(传真：010—68792175)，说明拟捐赠物品名称、功能、适用场所、数量、质量、捐赠意向(受益对象)、捐赠单位联系方式(联系人、电话、传真、地址和邮政编码)及其他需要说明的事项。

pt>p style="font-size:11pt;line-height: 150%"> 卫生部规划财务司收到捐赠函后，将及时复函与捐赠人联系。为保证捐赠物资及时到位，在可能的情况下，物资尽量由捐赠人直接发送给具体受赠单位。

pt>p style="font-size:11pt;line-height: 150%"> 四、根据《公益事业捐赠法》有关规定和防治非典型肺炎工作实际情况，卫生部对于接收的捐赠款物，一般按如下原则安排使用，并根据捐赠人的要求及时反馈有关信息：

pt>p style="font-size:11pt;line-height: 150%"> 1、捐赠人有明确使用意向的，严格按捐赠人指定的用途分配使用；

pt>p style="font-size:11pt;line-height: 150%"> 2、捐赠人未明确使用意向的，会同财政部根据各地(或单位)疫情分布情况、防治任务、紧急需求、经济状况和资源配置均衡性等因素进行分配。

pt>p style="font-size:11pt;line-height: 150%"> 五、根据非典型肺炎传播特点，为保护捐赠人健康，一般情况下不举行捐赠仪式。为了使社会各界了解捐赠情况，卫生部将及时通过卫生部网站和新闻媒体公布捐赠接收和分配使用情况，接受社会监督。
