pt>p style="font-size:11pt;line-height: 150%"> 当前，防治非典的工作仍在继续，政府部门为什么做出了高考如期举行的决定？第一，这是政府对几个方案反复比较后最终选定的结果；第二，有好的工作基础。在4月中旬以后抗非成为全国工作重点，高考的准备工作也没有间断；第三，尊重民意也是政府部门做出这个决定的重要因素之一。与此同时，还分析了三大难点和对策，特别是高考期间如何加大防控非典的力度，确保广大考生和工作人员的健康和生命安全，教育部、卫生部专门下发了《通知》，提出了具体的措施。

pt>p style="font-size:11pt;line-height: 150%"> 把决策过程公之于众，好处很大。一方面，可以使广大人民群众不仅知其然，而且知其所以然，加强了政府与老百姓之间的沟通，使老百姓理解了政府的决策，从而更好地配合政府落实决定的精神。另一方面，则是民主政治的必然要求。群众不仅要知道政府作出了什么决策，而且要知道为什么要这样做，怎么作出来的。这不仅是保证知情权的问题，而且也要据此来判断决策程序是否规范，决策结论是否正确。如果政府只是把自己决策的结果告诉大家，要大家遵照执行，而不讲清为什么如此决策和怎样决策，这就陷入了“民可使由之，不可使知之”的封建社会作法。

pt>p style="font-size:11pt;line-height: 150%"> 向人民群众公布决策过程，体现了民主化、科学化的决策方法。如果事前不广泛征求老百姓的意见，不听取专家的建议，只是由有权的官员“碰头”或“拍板”，这样的决策过程就无法公布，根本就没有什么程序。而在民主化、科学化的决策之后，再把决策的过程向老百姓公布，这显然是决策过程的必然要求，是决策民主化的必然发展和完善。这种决策程序的公开化反过来就能促进决策过程的民主化。

pt>p style="font-size:11pt;line-height: 150%"> 这次高考问题的决策，因为是在抗非斗争时期，涉及到的人较多，事前各方面的议论也不少。所以在正式作出决定之后，把决策过程也通过媒体公布，有利于统一思想，这体现的民主精神，是应当继续发扬的。就是说，今后，凡是比较重大的决策，关系到广大群众的利益的，都要在决策之后不仅公布决策的结论，而且公布决策的过程，保证人民群众的民主权利。
