会议由教育部部长周济主持，中纪委副书记、监察部部长、国务院纠风办主任李至伦在会上作了重要讲话。

pt>p style="font-size:11pt;line-height: 150%"> 李至伦指出，要高度重视，认真抓好治理教育乱收费工作。中纪委二次全会和国务院廉政工作会议把治理教育乱收费工作作为2003年全国纠风专项治理的重点，部际联系会议各成员单位要把治理教育乱收费工作摆到突出位置来抓，这不仅是为学生家长减轻经济负担，而且是落实“三个代表”重要思想、密切党和政府与人民群众联系的一个重要举措。他强调，各成员单位要密切配合，形成合力，精心组织，周密安排，确保治理教育乱收费工作取得明显成效。今年工作的总体思路是，一要全面推进，重点突破；二要完善制度，健全机制；三要加强监督，措施落实；四要加强宣传，营造良好的舆论氛围；五要注重调查研究，提出治本之策。

pt>p style="font-size:11pt;line-height: 150%"> 周济在会议总结时指出，部际联系会议是一种很好的工作形式，使全国治理教育乱收费工作有了组织保障和统一领导，必将有力推动这项工作的深入开展。部际联系会议各成员单位要采取不同形式，做好本次会议的贯彻落实工作；各成员单位要相互支持、相互配合，各负其责、各司其职、齐抓共管，确保治理教育乱收费工作按计划、分步骤深入进行；教育部门要围绕教育改革和发展大局，认真贯彻中央确定的治理教育乱收费工作的总体思路，明确治理措施，扎实落实，增强大局意识、责任意识，和各成员单位密切配合，务求实现学校乱收费的案件数量和乱收费金额明显下降的治理工作目标。周济强调，新一届中央领导集体对治理教育乱收费工作非常重视，我们要牢记党的宗旨，把这项工作作为贯彻落实党的十六大精神的一项重要举措，作为重要的政治任务来抓，切实把思想和行动统一到中央的政策上来，确保治理教育乱收费工作取得明显成效，让党和政府放心，让人民群众满意。

pt>p style="font-size:11pt;line-height: 150%"> 会议还审议了《关于2003年治理教育乱收费工作的实施意见》、《2003年治理教育乱收费工作任务分解》和《治理教育乱收费部际联席会议工作职责》。

pt>p style="font-size:11pt;line-height: 150%"> 据了解，6部委今年将研究建立学校收费巡查制度并出台各级各类学校收费政策，包括全国义务教育阶段学校“一费制”收费办法、公办高中招收择校生“三限”政策实施意见等，各地根据国家出台的收费政策，自上而下依次开展教育收费项目的清理工作。今年秋季开学后，在所有国家扶贫开发工作重点县的农村小学和初中必须全面实行“一费制”，其他地区义务教育阶段学校也将陆续推行“一费制”。
