pt>p style="font-size:11pt;line-height: 150%"> 一个奇迹出现在一个大石山区里。沿着大岭山屯由贫困村发展成为文明富裕小康示范村的变化轨迹，我们不但可以看到大岭山屯的党员们在发展农村经济中的旗帜作用，看到大岭山屯人穷则思变、艰苦奋斗的精神风貌，还可以看到新思想、新观念在促进社会经济发展中产生的巨大效应。

pt>p style="font-size:11pt;line-height: 150%"> 地处大石山区的大岭山屯，过去交通不便、缺土少水，土地贫瘠，自然环境恶劣，生产生活条件极为艰苦。但经过大岭屯人10年来的奋斗，面貌焕然一新：人均年纯收入从1992年以前不足200元提高2002年的5700多元，昔日的贫困村变成了文明富裕小康示范村。要说促成这一飞跃的根本原因，那就是观念的更新。“脑子要跟得上时代。”大岭山屯人这句话，就是最好的佐证。

pt>p style="font-size:11pt;line-height: 150%"> 思想是行动的先导，思路决定着出路。大岭山屯人正是破除了消极畏难观念，因而能艰苦创业；正是破除了因陈守旧思想，所以能开拓创新，发展特色经济；正是破除了小农经济的思想，树立市场经济观念，所以能推进农业产业化，搞活流通，发展现代农业，把资源优势整合为经济优势；正是破除“小富则安”的思想，所以富而思进，培植新的经济增长点。也许，大岭山屯的农民们对解放思想，转变观念说不出多少深刻的大道理，但自身的实际行动、所取得的实际成效却无可争议地说明，他们的确是依照一种全新的观念在运作。

pt>p style="font-size:11pt;line-height: 150%"> 党的十六大提出了全面建设小康社会的奋斗目标。广西是一个欠发达省区，农村尤其不发达；广西是一个农业省区，农民占人口大多数。这样的区情，决定了我区全面奔小康的难点在农村。如何化解难点，大岭山屯的实践给了我们很好的启示：促进农业和农村经济的发展，增加农民收入，首先思想要解放，观念要更新。山还是那山，地还是那地，人还是那人，观念一变，就能创造出奇迹。观念新，则路子新；路子新，则面貌新，这个道理相当深刻。

pt>p style="font-size:11pt;line-height: 150%"> 大岭山屯这个典型，首先是石山区脱贫致富的典型。但从观念新、路子新、面貌新的视角看大岭山屯的经验，那么，学习这个典型也就具有更为普遍的意义。时代的进步，形势的发展，实践的深化，要求我们解放思想，与时俱进，开拓创新。抓住思想观念的转变这个关键，把思想认识从那些不合时宜的观念、做法和体制的束缚中解放出来，用新的思想、新的观念、新的思路、新的办法破解发展的难题，开创各项工作的新局面，乃是加快富民兴桂新跨越步伐、全面建设小康社会的根本要求。
