pt>p style="font-size:11pt;line-height: 150%"> “照电筒”与“照镜子”，是解放思想再讨论活动中的两种态度、两种做法、两种结果的形象说法。“照电筒”是照人。“照镜子”是照己。在解放思想再讨论活动中“照电筒”，往往是在讲解放思想再讨论重要性时言之凿凿，但只是对别人而言，只求别人去做，自己是不做的。其结果往往缺乏说服力和号召力，引起群众的反感。倘若个个都这样只说不做，解放思想再讨论就很容易走过场，变成毫无实效的空对空的闹剧。

pt>p style="font-size:11pt;line-height: 150%"> 解放思想再讨论活动正确的做法，主要是应该像钦州市一样多“照镜子”，要对照本部门和本人工作，边学边议边查边改，对找出的问题，要从本部门做起，从本身做起，从现在做起。这一来，“桃李不言，下自成蹊”，自有说服力和号召力。大家都这样做了，解放思想再讨论才能见成效。当然，“照了镜子”也“照照电筒”，或者“照了电筒”也“照照镜子”，学学人家的经验，或者动员和督查他人，也未尝不可，但一定要在“照镜子”的基础上。

pt>p style="font-size:11pt;line-height: 150%"> 钦州市的经验还启示我们，要让大家都来“照镜子”，需要过硬的措施规范大家的动作。因为解放思想没有世外桃源，“照电筒不照镜子”的人，并不是他的部门和他自己解放思想已经做得很好，不需要解放思想了，而是出于某种利益关系等缘故，不愿“照镜子”罢了。要他们“照镜子”，没有外力和激励是难以做到的。

pt>p style="font-size:11pt;line-height: 150%"> 钦州市强调每个部门都要拿出勇气，梳理出1－3条在近期内有利于对外开放、有利于促进生产力发展的工作新点子、新举措，否则，解放思想再讨论就是虚的，就是走过场。这一条就明确了虚实的标准，量化细化了再讨论的工作，促使大家必须“自照镜子”，拿出新点子、新举措来。如果没有这一条，只口头号召“照镜子”，该市就难以在几天内拿出170多条新点子、新举措。
