pt>p style="font-size:11pt;line-height: 150%">    根据通知，此次传染病防治工作执法检查活动具体要求如下：

pt>p style="font-size:11pt;line-height: 150%">    一、重点检查内容

pt>p style="font-size:11pt;line-height: 150%">    (一)医疗卫生机构疫情报告及消毒隔离情况。

pt>p style="font-size:11pt;line-height: 150%">    1、传染病疫情报告

pt>p style="font-size:11pt;line-height: 150%">    检查《传染病防治法》第二十一条、第二十二条，《传染病防治法实施办法》第三十四条、第三十五条、第三十六、第三十七条、第三十八条、第三十九条，《突发公共卫生事件应急条例》第三十九条第四款，《传染性非典型肺炎防治管理办法》第九条、第十条、第十四条第一、二、三项、第二十六条第一项以及卫生部有关规定的执行情况。

pt>p style="font-size:11pt;line-height: 150%">    2、消毒隔离制度

pt>p style="font-size:11pt;line-height: 150%">    检查《传染病防治法》第二十四条，《传染病防治法实施办法》第五十条，《突发公共卫生事件应急条例》第三十九条第二款，《传染性非典型肺炎防治管理办法》第十四条第五、六、七项、第二十六条的第三、四项，《消毒管理办法》第四条、第五条、第九条以及卫生部有关规定的执行情况。

pt>p style="font-size:11pt;line-height: 150%">    (二)非典病人、疑似病人、密切接触者流行病学调查及现场处理情况。

pt>p style="font-size:11pt;line-height: 150%">    检查《传染病防治法》第二十四条第四项，《传染病防治法实施办法》第四十八条、第五十条，《突发公共卫生事件应急条例》第三十九条第三款，《传染性非典型肺炎防治管理办法》第十四条第三、四项以及卫生部有关规定的执行情况。

pt>p style="font-size:11pt;line-height: 150%">    重点检查非典病人或疑似病人的传染来源、接触方式、可能传播途径、密切接触者范围及控制措施落实情况。

pt>p style="font-size:11pt;line-height: 150%">    (三)对检查中发现的问题，依据《传染病防治法》及有关法律、法规和规章作出处理；对涉嫌触犯刑律的，依法移送司法机关处理。

pt>p style="font-size:11pt;line-height: 150%">    二、检查对象

pt>p style="font-size:11pt;line-height: 150%">    (一)收治非典病人、疑似病人的定点医院、发热门诊。

pt>p style="font-size:11pt;line-height: 150%">    (二)非定点医疗机构，包括地方、部队、行业、企业医院(门诊部、卫生所)、中外合资合作医疗机构等。

pt>p style="font-size:11pt;line-height: 150%">    (三)农村乡卫生院、村卫生所、社区卫生服务站、个体诊所。

pt>p style="font-size:11pt;line-height: 150%">    (四)疾病预防控制(卫生防疫)机构。

pt>p style="font-size:11pt;line-height: 150%">    三、检查方法

pt>p style="font-size:11pt;line-height: 150%">    设区的市(地区)、县按照本方案的内容，依法组织对本辖区传染病防治工作落实情况进行全面检查。各省、自治区、直辖市卫生厅局在各地市、县全面自查的基础上，组织对本辖区范围内传染病防治工作落实情况进行抽查，卫生部同时组织对省、自治区、直辖市进行随机抽查。

pt>p style="font-size:11pt;line-height: 150%">    各省、自治区、直辖市根据传染病疫情情况，抽查3个设区的市(地区)，每个设区的市(地区)在辖区范围内按照抽查对象的范围进行监督检查：

pt>p style="font-size:11pt;line-height: 150%">    (一)医疗机构

pt>p style="font-size:11pt;line-height: 150%">    1、非典定点医院、发热门诊各随机抽查1个。

pt>p style="font-size:11pt;line-height: 150%">    2、地方、部队、行业、企业医院(门诊部、卫生所)各随机抽查1～2个、中外合资合作医疗机构1个。

pt>p style="font-size:11pt;line-height: 150%">    3、农村乡卫生院、村卫生所、社区卫生服务站、个体诊所各随机抽查5个。

pt>p style="font-size:11pt;line-height: 150%">    (二)疾病预防控制(卫生防疫)机构

pt>p style="font-size:11pt;line-height: 150%">    市(地区)疾病预防控制(卫生防疫)机构和随机抽查区、县疾病预防控制(卫生防疫)机构各1个。

pt>p style="font-size:11pt;line-height: 150%">    (三)非典病例流调情况

pt>p style="font-size:11pt;line-height: 150%">    非典确诊病例或疑似病例中随机抽查3例追踪核实流调情况。

pt>p style="font-size:11pt;line-height: 150%">    四、时间安排

pt>p style="font-size:11pt;line-height: 150%">    (一)2003年6月1～15日，各地组织检查。各省、自治区、直辖市卫生厅局和卫生部将在此期间同时进行抽查(卫生部具体抽查安排另行通知)。

pt>p style="font-size:11pt;line-height: 150%">    (二)2003年6月20日前，各省将自查总结、省级抽查的基础资料、监督检查中发现的主要问题和建议以书面、磁盘或电子邮件的方式同时报卫生部卫生监督中心。

pt>p style="font-size:11pt;line-height: 150%">    卫生部要求，各级卫生行政部门要本着对人民群众身体健康和生命安全高度负责的态度，严格按照通知要求，认真组织各级卫生监督机构进行监督检查。对监督检查中发现的违法行为，要依法给予查处。监督检查中发现的问题和建议请及时反馈我部。
