高考在即，教育部要求各级教育行政部门、招生考试机构主要领导和高校党政一把手对本地区、本校招生考试工作与廉政建设负责，对广大考生和相关人员的身体健康、生命安全负责，确保国家各项招生规定和防控非典工作预案落到实处，确保高考公平公正。

pt>p style="font-size:11pt;line-height: 150%"> 据悉，教育部将采用现场巡视、联合检查、电话查询等多种方式，对部分省、自治区、直辖市的考试管理和招生录取工作进行监督检查。对以往发生过考试严重舞弊或考务管理相对薄弱的地方，上一级主管部门和纪检监察部门也将提前介入，帮助工作或重点检查。对招生考试中各种违纪违规行为和舞弊事件，按照有关规定查处。

pt>p style="font-size:11pt;line-height: 150%"> 为保证高考公平公正，教育部29日就招生执法监察工作发出通知强调，教育系统各级党政领导干部不准擅自扩大招生计划，不准特批未达到录取条件的学生进入学校，不准利用职务和工作之便向招生考试机构和高等学校递条子、打招呼，禁止招生考试机构及其工作人员参与社会中介组织及其工作人员介绍、拉拢生源的任何活动，坚决杜绝招生考试中任何徇私舞弊行为和腐败行为。任何高校在录取过程中都不得随意更改在招生章程中公布的各项承诺，要增加招生工作的透明度，充分利用网络平台、广播电视传媒等现代手段，及时发布有关招生工作的政策信息以及考试成绩、录取结果等各种信息。要坚持新生入学资格审查制度，如发现不符合录取条件的学生，一经查实，坚决取消其入学资格或学籍。

pt>p style="font-size:11pt;line-height: 150%"> 教育部还要求各高校严格按照有关规定加强收费管理，杜绝一切形式的乱收费。普通高校定向生、特长生、预科生、专升本学生应与同等学历层次本专科学生执行同样的收费项目和收费标准，除按规定收取学费、住宿费外，不得额外收取其他任何费用；不得擅自扩大独立学院的招生规模，不得借独立学院之名搞校中校，变相高收费或双轨收费；不得以降分录取的形式高收费、乱收费。禁止任何单位和个人以增加计划、定向、赞助等名义向考生乱收费；禁止任何高校委托中介机构和个人进行招生或收费。（新华网记者吕诺）
