pt>p style="font-size:11pt;line-height: 150%"> 由于三峡库区山高坡陡、人多地少，密集耕作已使当地生态环境十分脆弱，库区森林覆盖率仅为百分之十七，基本无成熟森林。

pt>p style="font-size:11pt;line-height: 150%"> 据统计，三峡库区水土流失面积达百分之六十二，平均每年入长江的泥沙约四千万吨，是长江流域水土流失最为严重的地区之一。

pt>p style="font-size:11pt;line-height: 150%"> 最早提出的“就近安置、后靠移民”的移民方式需要耕地多达四十多万亩，而用尽各种手段整个库区能得到的土地仅三十四万亩。继续在二十五度以上坡地开垦荒地，会造成新的水土流失，给移民今后的生产生活带来困难。因此，中国政府决定将库区十二万农村居民外迁。

pt>p style="font-size:11pt;line-height: 150%"> 十二万农村移民外迁将使大量坡耕地退耕还林。从“大建设”到“大搬迁”，给库区生态建设带来了积极的影响，三峡库区有望早日披上绿色新装。

pt>p style="font-size:11pt;line-height: 150%"> 三峡库区人口密度超过全国平均水平的一倍多，而人均耕地仅为全国平均水平的百分之七十五。移民涉及的大部分县是中国有名的贫困区。移民外迁不仅拓展了安置空间，也为移民提高生活水平打下了基础。

pt>p style="font-size:11pt;line-height: 150%"> 如今的三峡库区，到处可以看见一片片移民新村、一条条新开的梯田种满了脐橙、李子、桃等经济作物，乡镇企业、个体商业星罗棋布。借移民之机，库区的农村传统农业模式正在发生变化，库区已实施的高效生态农业项目达一百二十余个。

pt>p style="font-size:11pt;line-height: 150%"> 大规模的迁建，给这些城镇带来规模扩张、人口集聚、功能更新、生活质量提高和投资环境改善的大好机遇，三峡库区正在形成一个新的工业体系和城镇体系。

pt>p style="font-size:11pt;line-height: 150%"> 移民工程建设也是库区基础设施的大建设，库区用了十年时间，基本建立了与全国同步水平的通讯系统。多年来主要依靠水运的交通格局也在发生深刻变化，将有三条高速公路横贯库区，新建的移民公路涉及库区十二个区县。

pt>p style="font-size:11pt;line-height: 150%"> 移民是对库区人观念的巨大冲击，这些听惯了船工号子的三峡人，普遍存在对故土依依不舍的情结。云阳县首批外迁的一位移民，就曾坚持要把一个祖传的水缸带到几千里外的上海。

pt>p style="font-size:11pt;line-height: 150%"> 但观念一旦转换，往往会变成巨大的精神财富。外迁广东博罗县湖镇的巫山移民刘迎春，被发达的经济环境吸引，拿出多年积蓄，办起了灯饰配件厂，成为外迁移民第一厂。

pt>p style="font-size:11pt;line-height: 150%"> 就地后靠的移民，正借助移民机遇，走出传统农业的小圈子，办起了预制件厂、水泥厂，开始从事加工业、建筑业、饮食业和个体贩运。

pt>p style="font-size:11pt;line-height: 150%"> 目前，库区已成为东部沿海企业在西部投资最多的地区之一。娃哈哈、格力、汇源等大批外地企业落户库区办分厂，成为库区经济的强大支柱。对外开放，正在成为库区发展的一大主题。（中新网）
