三峡工程十年建设得以按预期实现，除了国家强大的财力支持及施工建设组织管理有方外，优质设计服务是三峡工程建设顺利进行的重要保障。

pt>p style="font-size:11pt;line-height: 150%"> 三峡工程规模巨大，工程繁杂，施工难度大，尤其是工程建设面临一系列世界性技术难题，对工程的技术设计提出了严格要求。据长江水利委员会总工程师、中国工程院院士郑守仁介绍说，三峡工程设计总成单位长江水利委员会，早在1953年就开始进行三峡工程的前期技术准备。在此后的41年里，长江水利委员会先后完成了三峡水利枢纽工程的水文、勘测、规划、设计、科研、监理、移民规划、环境评价和专题论证等工作，提出并上报了《三峡水利枢纽初步设计要点报告》、《三峡水利枢纽可行性研究报告（150米方案）》、《三峡水利枢纽初步设计报告（枢纽工程）》等一系列有关三峡工程初步设计的准备报告，并经国务院三峡工程建设委员会审查批准。

pt>p style="font-size:11pt;line-height: 150%"> 1994年12月三峡工程正式开工后，根据工程施工进度，长江水利委员会又先后负责完成了三峡工程的招标文件设计和专项设计，保障了工程施工的技术供应。

pt>p style="font-size:11pt;line-height: 150%"> 统计数据表明，三峡工程开工以来，长江委仅在大坝、船闸、升船机等7个重要项目专项设计中，累计提供设计报告10本，共计290万字，图纸600张。相关的160份各专题报告的方案达1980万字，出图5600张。

pt>p style="font-size:11pt;line-height: 150%"> 据郑守仁介绍，三峡工程二期建设，是混凝土浇筑、金属结构安装及机电埋设的高峰期，长江委每年为三峡工程供应施工详图三千张左右，平均每天8张以上，及时满足了工程建设的需要。

pt>p style="font-size:11pt;line-height: 150%"> 设计出图纸并不意味着设计服务工作的结束。郑守仁介绍说，他们还将根据施工现场变化不断优化完善设计，以满足工程质量和进度要求。为此，长江水利委员会成立了三峡工程设计代表局常驻工地，在施工一线的技术人员共有200多名。他们一直坚持设计负责人现场值班制度，并针对三峡工程规模大、多工种交叉的特点，加强各设计专业协调，对接合部位设计图的校审实行严格的会签制度，使得工程建设中遇到的各种技术难题被及时化解。
