自2003年4月份柳州市教育系统思想解放大讨论活动开展以来，市教育局积极动员、认真组织了多次基层调研、座谈活动，目前，思想发动、学习提高阶段已顺利结束。根据柳州市委的统一部署，教育系统解放思想再讨论第二阶段学习教育活动于6月9日在广西高级技工学校拉开序幕。

pt>p style="font-size:11pt;line-height: 150%"> 此次学习活动是在第一阶段取得成效的基础上，坚持解放思想、实事求是、与时俱进，结合市委提出的第二阶段四个重点8个专题，结合柳州教育的实际，围绕如何认识和理顺学校与政府、市场的关系；柳州教育的发展动力在哪里；教育在全市经济社会发展中的作用；如何调整柳州市教育的地域布局、学科布局、政策布局和资源配置；在思想观念、开拓意识、工作力度和工作作风等方面还存在哪些差距和不足等五个重点突出问题开展专题讨论，查摆剖析，找准问题，制定对策，进一步更新观念，以思想的大解放、观念的大更新，促进柳州教育的大发展。

pt>p style="font-size:11pt;line-height: 150%"> 对于在新的形势下，大中专职校如何处理好学校与政府的关系——转变职能、转换角色、宏微观协调成为讨论的焦点。政府职能部门应以宏观管理为主，制定教育发展规划，抓好职业教育与普高教育两个区域性中心的建设；制定相关规则，建立合理的监督评价体系；调配教育资源，以服务为宗旨，强化“当好服务员”的意识。部分职权的下放与分离，使学校灵活自主的发展。认真反思、理顺政府与学校的关系，政府对教育要给予更多支持和重视，消除限制教育发展的框框条条，以开放的态度整合、优化教育资源，使教育更好的为柳州工业化、城镇化建设做出贡献。

pt>p style="font-size:11pt;line-height: 150%"> 在市场经济条件下，大中专职校如何更好的拓宽发展道路、提升教育质量——把握市场、抢占先机、更新观念已成为各校领导所达成的共识。教育与市场的关系，要进一步明确由计划经济模式向市场经济转化，实质是解决公平与效率的问题。建立市场经济体制，职校发展与市场相结合，以为经济服务为主，在专业改造、课程设置上都要考虑到市场的现状及发展；招生、就业都要面向市场，以市场信息为导向，按照市场规律，引进竞争机制，用市场调配资源，建立起竞争、激励机制，改变以往所有学校一刀切的做法，形成先进带动后进的局面，促进学校更快更好的发展。在当前柳州市大力发展工业化、城镇化的大好机遇面前，大中专职校一方面要找准市场，另一方面则要开拓、创造市场，根据市场需要来来培养大量一线技能型人才，为实现“再造一个柳州”奠定人才基础。职校在培养技术人才、基层管理人员在市场上占有一定的份额，可以占领市场，在新一轮的解放思想大讨论中，应具有先导性、前瞻性，看清方向，抓住机遇。而学校的发展最终还是要靠人，做好服务，靠思想观念更开放，改革步子更大，把职教文章做大做好。

pt>p style="font-size:11pt;line-height: 150%"> 利用现代媒介解放教育生产力成为此次大讨论活动的新的热点问题。在鹿寨、融安、融水、三江四县划入柳州后，六县四区的柳州教育面临更大的机遇与挑战。结合六县教育实际，要加大普教中的职教因素，突破常规教育方式，运用远程教育的方式，共享优质资源，采用文字教材、录音录像教材、光盘、有线电视及互联网远程教育等多种形式，将教育送到乡镇。利用远程教育的方式培养一个大学生，其成本是普通传统教育模式的1/3。远程教育突破时空的限制，充分共享教师及优质资源，西部地区可以共享东部先进资源，农村可以共享城市优质资源，为提高农村青年的技能与素质，同时也为职教发展提供很好的机会。

pt>p style="font-size:11pt;line-height: 150%"> 发展大规模的在职教育、学校后勤社会化趋势、建设服务型学校等也成为讨论中的亮点，下一步各校要结合学校实际、结合工作实际，“查”、“摆”、“整”，为第三阶段思想解放大讨论做好准备工作，实实在在的解决问题，扎扎实实推进教育。
