pt>p style="font-size:11pt;line-height: 150%"> 全国人大代表、北京大学经济学院教授李庆云近日接受记者采访时称，人民币只是短期内存在升值压力，目前减缓升值压力的措施应该从维持贸易总量与结构平衡、进一步放宽经常项下外汇汇兑限制以及加强汇率市场建设等方面考虑。

pt>p style="font-size:11pt;line-height: 150%"> 针对目前面临的人民币升值压力，李庆云提出6点政策建议：一是维持贸易的总量及结构性平衡。在遵守入世承诺，逐步减少对贸易的限制时，更要慎重对待主要贸易伙伴的贸易顺差问题；二是进一步放宽对经常项下的外汇限制。包括逐步取消强制性的银行结售汇制度，放宽对旅游等外汇汇兑限制；三是建立银行、企业间外汇市场，放开主要外贸企业进入外汇市场，扩大外汇交易主体、提高外汇交易规模；四是放宽汇率波动幅度，至少可以考虑从目前的3‰放宽至1%的固定汇率下的波动幅度；五是减少对外汇交易者的头寸控制；六是加强外汇期权及远期市场建设。

pt>p style="font-size:11pt;line-height: 150%"> 对于是否应该鼓励中国企业购买外国债券、对外直接投资或者加快资本项下的放开来减缓人民币升值压力，李庆云表示强烈反对。

pt>p style="font-size:11pt;line-height: 150%"> 李庆云认为，原因是国有企业的改革并未完成，收益与风险不能配比，企业缺乏必要的外部约束，采取走出去策略会对国家造成无法预料的损失；另外，在人民币升值的预期下，大量热钱流入，资本项目的放开将加速热钱流入的速度和规模，一旦经济情况发生波动，热钱的抽回将会给整个社会带来灾难性的后果。

pt>p style="font-size:11pt;line-height: 150%"> 李庆云指出，中国的贸易顺差将会随着入世而呈减少趋势，预计今年的顺差会保持在50亿至100亿美元之间，远低于2002年300亿美元的水平，未来不会对人民币升值构成太大压力。

pt>p style="font-size:11pt;line-height: 150%"> 据其分析，当前的贸易顺差是由多种因素决定的，其中与国家对贸易的限制有一定的关系：中国的对外贸易还存在着进出口配额管理、关税以及许可证等政策的限制，这些政策在一定程度上鼓励出口而限制了进口，而根据入世承诺，这些政策将会在未来几年内逐步取消，进口将会受到刺激性增长，届时中国甚至有可能出现贸易逆差的情况。

pt>p style="font-size:11pt;line-height: 150%"> 至于中国目前高达3400多亿美元的外汇储备，李庆云认为与中国对经常项目下的限制有关，也不排除大量预期人民币升值的热钱的流入。

pt>p style="font-size:11pt;line-height: 150%"> 虽然人民币在1996年实现了经常项目下人民币的可兑换，但对于企业而言仍存在严格的结售汇制度：外汇收入必须无条件地卖给外汇指定银行，而外汇支出则需凭有效的商业单据到银行购汇。这种结汇的无条件性与售汇的有条件性的结合，导致外汇供应远远大于外汇需求，央行被迫购入大量外汇。

pt>p style="font-size:11pt;line-height: 150%"> 现阶段人民币汇率的形成实行盯住美元制度。由于中国金融市场还不健全，外汇市场不但规模小，规范性也不够；从宏观层面看，银行还存在大量不良资产，县级财政赤字严重；从微观层面看，国有企业改革没有完成。这些因素都决定了在相当长一段时间，人民币无法独立浮动。
