pt>p style="font-size:11pt;line-height: 150%"> 领头的是日本人，从去年开始，财长盐川正十郎就满世界游说，并创造了“通货紧缩输出论”。1987年，日元被迫升值，断送了日本经济的大好局面。升值之痛，日方不会不知。

pt>p style="font-size:11pt;line-height: 150%"> 随后，欧元区也出现对人民币的微词，怪咱的汇率政策弄得他们疲软。到今年6月，老美也绷不住了。美财长约翰·斯诺敦促中国实行更灵活的汇率制度，一名为“健全美元同盟”的美国组织则干脆动粗，考虑就此事向美国政府提出301条款调查申请。有分析说，老美打破沉默，不仅因为中国取代日本，成了美最大贸易逆差来源地。从根儿上说，打的是政治牌。总统大选将至，布什政府想讨制造业、劳工组织的欢心，只好跟人民币叫劲。

pt>p style="font-size:11pt;line-height: 150%"> 但不是所有老外都叫痛。像“欧元之父”蒙代尔、美联储前主席保罗·沃尔克这些洋大腕儿就觉得，人民币贬值是个坏主意。在华的跨国公司，对华的飞机、汽车出口商们也没出声。至于西方国家的老百姓，因为买了咱的便宜货，感到的不是痛，而是痛快。但比起来，这样的声音有些微弱。

pt>p style="font-size:11pt;line-height: 150%"> 这就是生存法则，受伤越重，叫得越凶，有了痛感你就喊。

pt>p style="font-size:11pt;line-height: 150%"> 国内学界也争论不休，有的喊升，有的喊贬。有的比较“智慧”，回避主题，只说中国应该改进汇率制度。当然，这种建议适用于中国的任何经济制度。吵闹正酣，央行行长周小川终于出来说话，不认为人民币有重估升值的可能，人民币汇率将继续保持稳定。这算是高层官员最明确的表态吧，人民币之争可暂画休止符了。　

pt>p style="font-size:11pt;line-height: 150%"> 平心而论，对中国经济，不升值显然更有利。只是咱能否长期说不？按约定，人民币必须在2008年前开始浮动，不然界时将失去WTO会员资格。这问题迟早还要面对。到底咱是升是贬？是听从老外的建议，还是专跟他们拧着？有明白人说，要以我为主，看我们自己的需求，不看他人脸色。但我们的需求是什么？恐怕是多方面的。归根到底，汇率政策是权衡的结果，甚至，是妥协的结果。
