曹伯纯书记强调实现对外开放新突破要处理好十大关系

pt>p style="font-size:11pt;line-height: 150%"> 13日上午，全区解放思想再讨论汇报会在北海闭幕。自治区党委书记曹伯纯、自治区政府代主席陆兵分别在会上作了重要讲话。

pt>p style="font-size:11pt;line-height: 150%"> 曹伯纯书记在会上总结了解放思想再讨论的成果。曹书记指出：通过解放思想再讨论，进一步把全区党员干部的思想统一到了“三个代表”重要思想和十六大精神上来，增强了加快发展的紧迫感和责任感；通过解放思想再讨论，进一步把思想统一到中央的决策和自治区党委、政府的工作部署上来，增强了贯彻落实的自觉性和坚定性；通过解放思想再讨论，进一步把思想统一到扩大对外开放上来，加快了对外开放的步伐；通过开展解放思想再讨论，集思广益，群策群力，制定出台了《关于深入实施开放带动战略，全面提高对外开放水平的决定》等四个促进扩大对外开放的政策性文件。

pt>p style="font-size:11pt;line-height: 150%"> 曹伯纯书记就下半年的工作提出了新的要求：下半年要进一步兴起学习贯彻“三个代表”重要思想新高潮,按中央的要求，努力实现“三个新”的目标，即在对“三个代表”重要思想的时代背景、实践基础、科学内涵、精神实质和历史地位的认识达到一个新高度，在对“三个代表”重要思想科学体系的理解上达到新境界，在用以指导实践、推动工作上达到新效果。扩大对外开放，努力实现对外开放新突破。在总结过去对外开放经验的基础上，要正确处理好十大关系：要正确处理好开拓创新和贯彻落实先行政策的关系，正确处理好“引进来”与“走出去”的关系；处理好对境外、国外开放与对区外开放的关系；处理好引资与引智的关系，处理好引进技术与开发创新的关系；处理好加快项目审批与完备手续的关系；处理好加快发展与可持续发展的关系；处理好各级自主权与自治区加强宏观调控的关系；处理好加快项目建设与维护群众利益的关系；处理好亲商、富商、安商和吸收人类文明成果与反对消极腐败现象的关系。

pt>p style="font-size:11pt;line-height: 150%"> 陆兵代主席还在会上总结了我区上半年工作情况：尽管受到非典影响，但我区经济仍然保持了较快增长势头。上半年实现国内生产总值同比增长9。5%，外贸进出口增长47%，其中出口增48%，为1998年以来最高增长，全区城镇居民人均可支配收入同比增长3。4%；农民人均现金收入同比增长4%。

pt>p style="font-size:11pt;line-height: 150%"> 陆兵代主席指出：下半年要做好十大重点工作，以招商引资为重点，全方位扩大对外开放，深入抓好“百企入桂”工作，围绕让投资者“进得来，留得住，发展好”这一目标，按照“硬环境上水平，软环境创一流”的要求，转变政府职能，全面加强软环境的建设，构建我区对外开放、招商引资的新平台；以抓好213个项目建设为重点，千方百计扩大投资规模；以项目建设和企业改制为重点，培育新的经济增长点，全力推进工业化进程；以农产品加工为重点，加快农业产业化进程；以旅游业为重点，大力发展服务业；以个体私营经济为重点，加快发展民营经济；以增收节支为重点，切实做好财税工作；以扩大再就业为重点，继续完善社会保障体系；以治理乱收费、乱摊派、乱罚款为重点，进一步优化经济发展环境；以公共卫生和重大文化设施建设为重点，推进各项事业全面发展。

pt>p style="font-size:11pt;line-height: 150%"> 汇报会落下了帷幕，解放思想再讨论作为集中的学习讨论活动，到此也告一段落。这是我区深入学习贯彻“三个代表”重要思想的新措施、新方式、新成果。大会统一了思想，明确了任务，与会代表们情绪高涨，对新一轮大规模、全方位、多层次、宽领域的开放而带来的大发展充满信心。
